EXPERT PANEL INCLUDES:

Michael Bishop – Mr. Bishop has over 30 years of California School Business experience, with 17 of those years as the Chief Business Official (CBO) in three large urban K-12 school districts. Michael has successfully managed approximately $300 million in construction projects and also was the lead person in securing the General Obligation Bond, Certificates of Participation and matching State Grant funding, utilizing all of the available delivery.

Joe Dixon – Mr. Dixon is the Assistant Superintendent, Facilities & Governmental Relations for the Santa Ana Unified School District. He oversees the facility planning, construction, and maintenance functions for the district. With the passage of a $200 million GOB in 2008, Mr. Dixon has leveraged an additional $235 million in state funds. Mr. Dixon serves as Chair for the Coalition for Adequate School Housing (CASH).

Benjamin Dolinka – Mr. Dolinka is the President/COE of Dolinka Group. He focuses on creating new financial and demographic services, identifying potential public-public and private-public partnerships, and establishing long-term client relationships. For over two decades, Mr. Dolinka has also collaborated with various vendors and organizations throughout the country to find the best solutions for LEAs in their facilities planning needs. His efforts have resulted in the timely funding and construction of scores of facilities for LEAs across the State of California.

Marco Guardi – Mr. Guardi is the Vice President of Risk Control for Arthur J. Gallagher & Company. Mr. Guardi has extensive experience in the development and implementation of risk management and loss control activities.

Patrick A. Gunn (Northern California) – Mr. Gunn is a senior partner in the Pleasanton and Sacramento offices of Atkinson, Andelson, Loya, Ruud & Romo. Patrick’s practice encompasses all aspects of civil trial and appellate practice. He is the leader of the firm’s Northern California Business, Construction and Facilities Team, including the firm’s Green Energy and Sustainable Construction, and Community College Facilities Teams. Mr. Gunn specializes in business and construction transactions, dispute resolution, arbitration and litigation. He has extensive experience in negotiation of contracts and business disputes, public bid disputes, and litigation of construction claims, ranging from defects, delays, and disruption, to extras and differing site conditions, to stop notices and bond claims.
